A recent report focused on the Pennsylvania Teachers’ Association Retirement System, which has unfunded liabilities of $20 billion currently and expects to see that grow to $55 billion over the next few years. As has been true in many other cases, overly optimistic projections of investment performance are responsible for much of the problem. Benefit increases based on pre-recession assumptions haven’t helped, either.
