		<description>This is a very nice point - that the AUDIENCE for performance information really matters.  It brings in the notion of buy-in which most people understand is important for any initiative to succeed in the medium to long term.&lt;br /&gt;&lt;br /&gt;What I really like about this idea is the use of generic pronouns....&quot;we&quot; all use &quot;them&quot; and &quot;us&quot; on a regular basis - and &quot;we&quot; know who &quot;they&quot; are. You clearly identified the importance of transparency as a means to improved performance in government.&lt;br /&gt;&lt;br /&gt;So much government data lies dormant, never being transformed into useful information that indicates the quality of services provided to citizens (and within agencies themselves).  Furthermore, from information that does exist, it is rarely (though increasingly) available in an intelligible format to its customers (citizens).&lt;br /&gt;&lt;br /&gt;Solidifying the feedback loop - moving from publishing of data/information to valuable feedback into government is essential to modern civic engagement.</description>
